The coming Messiah is the great Ruler yet to come (Isaiah 11:1-5 [1] And there shall come forth a rod out of the stem of Jesse, and a Branch shall grow out of his roots:
[2] And the spirit of the LORD shall rest upon him, the spirit of wisdom and understanding, the spirit of counsel and might, the spirit of knowledge and of the fear of the LORD;
[3] And shall make him of quick understanding in the fear of the LORD: and he shall not judge after the sight of his eyes, neither reprove after the hearing of his ears:
[4] But with righteousness shall he judge the poor, and reprove with equity for the meek of the earth: and he shall smite the earth with the rod of his mouth, and with the breath of his lips shall he slay the wicked.
[5] And righteousness shall be the girdle of his loins, and faithfulness the girdle of his reins.

His subjects will be all of humanity: "Now it shall come to pass in the latter days that the mountain of the LORD's house shall be established on the top of the mountains . . . and peoples shall flow to it. Many nations shall come and say, 'Come, and let us go up to the mountain of the LORD, to the house of the God of Jacob; He will teach us His ways, and we shall walk in His paths.' For out of Zion the law shall go forth, and the word of the LORD from Jerusalem" (Micah 4:1-2 [1] But in the last days it shall come to pass, that the mountain of the house of the LORD shall be established in the top of the mountains, and it shall be exalted above the hills; and people shall flow unto it.

'I will give them one heart, and I will put a new spirit within them, and take the stony heart out of their flesh, and give them a heart of flesh, that they may walk in My statutes and keep My judgments and do them; and they shall be My people, and I will be their God'" (Ezekiel 11:17-20 [17] Therefore say, Thus saith the Lord GOD; I will even gather you from the people, and assemble you out of the countries where ye have been scattered, and I will give you the land of Israel.
[18] And they shall come thither, and they shall take away all the detestable things thereof and all the abominations thereof from thence.
[19] And I will give them one heart, and I will put a new spirit within you; and I will take the stony heart out of their flesh, and will give them an heart of flesh:
[20] That they may walk in my statutes, and keep mine ordinances, and do them: and they shall be my people, and I will be their God.
