It is God's Will that all would come to repentance (2Pet 3:9). We are told also that, "For as in Adam all die, even so in Christ shall all be made alive" (1Cor 15:22). But when we think of the infinitesimal few of all mankind that have ever come to repentance and have been converted, we have to wonder: Given free moral agency, and the rebellious nature of the carnal mind in resisting God's Spirit, how is God going to convert virtually everyone? How is that possible even for God?
