The custom of celebrating the passing from one year to the next goes back into ancient history. Over the centuries, various calendar systems in common use have all placed the change of years around the time of the Winter Solstice. Many New Year's customs today, even those observed by secular people, can be traced back to features of various pagan observances. God calls for people to remove themselves from practices once done to honor other gods. God promises blessing on those who look to Him.
