Japan Has Technology to Build Nuclear Bomb

Japan has the ability to produce a nuclear weapon, but does not have any current plan to do so, Japanese Foreign Minister Taro Aso told the Japanese parliament Nov. 30. He added that Article 9 of Japan's Constitution, which prohibits the use of arms to settle international conflicts, does not forbid possession of a nuclear weapon for defense.
