A special ceremony in ancient Israel on Day of Atonement—two goats selected—one representing Jesus Christ and the second representing Satan the Devil. God is a God of Justice; and, therefore Satan must be held responsible for all of the sins that he has incited man to commit. Before this whole world can become at one with God, Satan has to be restrained and deposed from being the god of this world.
