Proclamation to the Weary Masses

There have been so many failed attempts throughout history to create a utopia, a refuge for the weary, tired, and miserable masses. Why have these attempts to create a refuge for the downtrodden always failed? Is God going to just leave those without a home and without a family on their own, or does He have a plan for them?
