Council of Elders Meeting Report
Friday, August 8, 2003 – Cincinnati, Ohio

As he convened the first Council of Elders meeting of the new fiscal year, Chairman Clyde Kilough commented that there would be many important discussions and decisions during the session. Mr. Kilough explained that the sequence in which the Council would conduct its business in the upcoming week had been altered to accommodate the departure of Doug Horchak on Sunday, August 10, to visit the churches in Ghana and to allow for Council members to attend the graduation of the fourth Ambassador Bible Center class, also on Sunday.

The first order of business was consideration of the minutes for the most recent meetings. The Council approved the minutes for the open sessions of the May 6-8 meetings and the teleconference of June 24. The approval of the minutes of the May 6-8 executive sessions was tabled, pending the review of a suggested edit.

It is the practice of the Council to review its Code of Ethics at the first meeting of each fiscal year. Robert Dick, chair of the Ethics, Roles and Rules Committee, read the Code in its entirety to the Council.

Mr. Dick asked the Council to approve the request of the Ethics, Roles and Rules committee that Secretary, Gerald Seelig, provide them with historical data relating to the nomination and election of Council members. Care would be taken that the committee receive only numerical information, with no names or years attached. The report would be used to evaluate the degree of consensus among the General Conference of Elders in the nomination and election process. That information would help the ERR committee in their consideration of a suggested amendment dealing with the succession of Council members. After a brief initial discussion, the Council decided to table the topic until later in the meetings.

The Council then went into Executive Session for the remainder of the day.
