The proper fear of God is something that is to be ongoing from one generation to another. Moses wanted the children of Israel to not be afraid, but rather to have a positive fear – a proper fear of God – so that they would not sin. To properly fear God means to always be reminded that God is watching, and to be reassured of His awesome power over our lives.
