Is God the Cause of Natural Disasters?

Extreme weather phenomenon’s seem to be always in our news. Whether its the recent typhoon in the Philippines, or the EF5 tornado in Moore, OK this past spring. Weater-related disasters affect thousands of people. Many blame God when disaster strikes, but is He really the cause of them? If He is not, then why does He not, at the very least, stop them?
