Is God Fair?

Since "before the foundations of the world," God has had an active plan to expand His family. Satan has never thought that plan was fair, as it didn't include him when he was the "covering cherub." But is this fair? The society around us cries out for fairness. But is being fair something we should concern ourselves with? Is God Himself fair?
