Paying a tithe for the poor every three years is part of the national civil system that God gave Israel. How do we implement this 'third tithe' principle in the Church?

Born and raised in Minnesota and Wisconsin, not far from the Twin Cities. Attended college in Big Sandy 1970-74 (BA). Married to Cinda in 1978, and they have two sons and one daughter, born 1980-87.
