Vengeance or Justice?

Vengeance is mine says the Lord. How does God handle vengeance and separate it from justice? Who does God delegate justice to? What happens when those who are delegated the responsibility of upholding justice pursue their own interests, their own ideology, or operate on vengeance instead?
