What Does it Mean to be “Under the Law”?

The Authorized Version records Paul using the phrase “under the law” several times in 3 of his letters. In one verse he says we are not under the law, but under grace. But what did he mean by this? Does it mean we don’t have to keep the law? Perhaps he means we are not under the penalty of the law. Or do Paul’s frequent references to the differences between the old and new covenants suggest a different meaning?
